Old is New Again

Hi All,

Rick ask me to inform you that FILA has determined that all competition involving the "CLINCH" will be conducted the same as it was at the time of the National championships at Las Vegas.

That is the added "CLINCH" of the contestant who has two Passivities without a scoring of a point.

CLINCH MODIFICATION:

An additional clinch situation will be enforced after the start of the second period (or overtime) when one wrestler receives two passivity calls without him scoring a between the passivity's by the offended wrestler. There may be more than one additional clinches depending on the number of passivity's. If a point is scored after a passivity call is made on red and either wrestler scores, and then he receives a second passivity then no clinch is called. If red is called for passivity, then blue , then red again then a clinch is required with the wrestler not receiving the penalty , clinching first.this procedure will include the overtime period.

BOTH OF THE PASSIVITIES MUST BE SCORED IN THE SECOND PERIOD FOR THE CLINCH TO OCCUR.

(IF ONE OF THE PASSIVITIES HAD SCORED IN THE FIRST PERIOD AND THE NEXT IN THE SECOND PERIOD THERE IS NO CLINCH)

BOTH OF THE PASSIVITIES MUST BE SCORED IN THE SECOND PERIOD FOR THE CLINCH TO OCCUR.

The number of passivity's will depend on the officiating team but verbalization and encouragement are recommended before the second passivity and a clinch are called.

IN OVERTIME THERE IS NO CARRY OVER FROM THE SECOND PERIOD.

BOTH OF THE PASSIVITIES MUST BE SCORED IN THE OVERTIME PERIOD FOR THE CLINCH TO OCCUR.

Clinch Update

Hi All,
To answer your question on the clinch, the wrestlers must be inside of the
circle in the center of the mat. Their legs must be relatively straight. Both
feet must remain inside the circle or on the line of the circle until the
whistle blows. Wrestlers should not be allowed to bend their knees as they
clinch because this is an unfair advantage. A slight bend can be allowed if
it does not provide an advantage to the first clincher. The penalties are
followed just as before. The referee is the key here with encouragement and
constant talking to both wrestlers as they clinch. as soon as the second
wrestler clinches, the referee should not hesitate but blow the whistle as
quickly as possible but making sure both are clinched. We had quite a few
illegal clinches at Las Vegas. Consistently is the key to this difficult
situation.
When I say some bending is allowed, very little and it would be a judgment on
the part of the official especially if he felt it was an advantage.
Rick,

If you have a further question please contact Rick.

New Passivity Ruling

Hi All,

There are more adjustments.

I will put the newest adjustment in CAPITOL LETTERS within the regular explanation that you already have.

Original message with adjustments:

Hi All,

This is Clinch Rule Modification is to take effect immediately:

Rick Tucci

CLINCH MODIFICATION:

THERE NEVER IS TOSSING OF THE DISK WHEN THE PASSIVITY'S ARE CONCERNED:

An additional clinch situation will be enforced AFTER THE START of the second
period.

IN THE SECOND PERIOD WHEN THE (RED) wrestler receives two passivity calls without (RED) scoring a Technical Point between the passivity's by the passive (RED) wrestler A CLINCH IS MANDATED.

There may be more than one additional clinches depending on the number of passivity's.
If a point is scored after a passivity call is made on (RED) and (RED) scores a technical point
then (RED) receives a second passivity then no clinch is called.

If (RED) is called for passivity, then (BLUE), then (RED) again then a clinch is required
with the wrestler not receiving the penalty, clinching first (BLUE). This procedure will include the overtime period.

BOTH OF THE PASSIVITY'S MUST BE SCORED AGAINST EITHER THE (RED) or the (BLUE) WRESTLER IN THE SECOND PERIOD FOR THE CLINCH TO OCCUR.

(IF ONE OF THE PASSIVITY'S HAD SCORED IN THE FIRST PERIOD AND THE NEXT IN THE SECOND PERIOD THEN THERE IS NO CLINCH)

BOTH OF THE PASSIVITY'S MUST BE SCORED IN THE SECOND PERIOD FOR THE CLINCH TO OCCUR.

The number of passivity's will depend on the officiating team but verbalization and encouragement are
recommended before the second passivity and a clinch are called.

IN OVERTIME THERE IS NO CARRY OVER OF PASSIVITY'S FROM THE SECOND PERIOD.

BOTH OF THE PASSIVITY'S MUST BE SCORED IN THE OVERTIME PERIOD FOR THE CLINCH TO OCCUR.

Both passivity's must be against the same competitor (RED OR BLUE) without the offender scoring a point in-between the passivity calls. This is for the Second Period and the Overtime ONLY.

Body Lock Rule

Hi All,

FILA has determined as of the end of February 2001 that all future competitions in 2001 where the "Body Lock and Roll" (Gut Wrench) is initiated that all scoring situations

will be governed by the FILA Rules as were interpreted during the 2000 season and at the 2000 Sydney Olympic Games.

2 Points will be awarded to the attacking (RED) contestant forcing the turn, and if the defensive (BLUE) wrestler is held in the danger position for (5 seconds) that an additional point will be added to the control, top, (RED) wrestler's score. This additional scoring of 1 point will also enable the control, top, (RED) wrestler to initiate another turn and repeated score. The defensive (BLUE) wrestler can be 10 pointed out of competition from this continuous hold. Going out of bounds from this top (RED) control position will also enable the top, control (RED) wrestler to again continue with the "Gut Wrench".

However if the defensive wrestler causes the top contestant to pause in an "instantaneous fall position", the defensive (BLUE) contestant will receive 2 points.

I cleared this with Mario, write the statement as is, I know there will be some
questions, but Mario did not want me to include the time or strategies of the
wrestlers. Questions will be answered at Clinics or by contacting ME at home
thanks,
Rick
